She graduated with honors from Başkent University Faculty of Law in 2001. In 2002, she started to work as a research assistant in the Department of Labor and Social Security Law at the same university. In 2007, she continued her doctoral studies at the Justus Liebig University of Giessen, Germany for four months. She received the title of doctor of law in 2009. She became a judge in 2010, and after completing her internship, she was appointed as a judge in 2012. In 2015, she did post-doctoral research at Giessen Justus Liebig University in Germany to do her associate professorship studies. In October 2017, she received the title of associate professor in the field of Labor and Social Security Law. She has published two scientific books, many articles and gave presentations in the field of labor and social security law, and published articles, book and communiques in the field of arbitration. She is currently working as the Head of International Arbitration and Alternative Solutions Department at the Presidency of the Directorate of Administrative Affairs, General Directorate of Law and Legislation.
Faruk Yılmaz graduated from Kırıkkale University’s Department of Electrical and Electronics Engineering in 2010 and began his professional career as a District Operations Chief at Osmangazi Electricity Distribution Company. He subsequently worked as an Engineer at the Ministry of Culture and Tourism, an Assistant Expert at the Ministry of National Education, and an Assistant Expert of Transportation and Communication at the Ministry of Transport and Infrastructure. He earned the title of Transportation and Communication Expert with his thesis titled “Frequency Bands in Communication Satellites and an Analysis of the Current Status of National Satellites.” In 2019, he completed his master’s degree in Public Administration at Hacettepe University with a thesis titled “A Field Study on Career Expertise and Its Challenges in Turkish Public Administration.” During his tenure at the Executive Directorate of Transport, Maritime Affairs and Communications Research Center (UDHAM), he served as the Ministry Observer in the TÜRKSAT 6A Domestic and National Communication Satellite Development Project. He also contributed to projects such as the Development of ITS (Intelligent Transportation Systems) Architecture, Ka-Band VSAT Terminal Project, and Cooperative ITS Project. In 2022, he was appointed as the Head of the Transportation Technologies Department, and in 2024, he assumed the position of Head of the Strategy Department. In addition to managing and concluding research and development project support calls in the fields of transport technologies and accessibility, he also works on implementing R&D projects required by the institutions and organizations within the Ministry.
Born in Gaziantep, Prof. Dr. Burcu Özsoy completed her undergraduate and graduate studies at Yıldız Technical University, Department of Geodesy and Photogrammetry Engineering. In 2001, she started her academic studies as a lecturer at Istanbul Technical University, Faculty of Maritime Studies and in 2005, she started her PhD studies at the University of Texas at San Antonio (UTSA). During his doctoral studies, he focused on satellite technology and deepened his studies with statistical mathematics and geophysical sciences. As part of his PhD research on satellite imagery tracking of sea ice in and around the Antarctic continent, he collaborated with many national and international institutions, including NASA Goddard Space Flight Center. In 2006-2007, he participated in the first Antarctic Science Expedition, where he collected ground-based data on sea ice observations, verified satellite images and conducted research on the relationship between sea ice and climate change. In 2015, he was the coordinator of a 3 million Euro Horizon 2020 project in Turkey, which was carried out jointly with European countries, covering the Arctic and Antarctic regions. In the same year, he founded the Polar Research Research Center (PolReC) at Istanbul Technical University and served as its founding director until December 2019. PolReC, Turkey's first and at that time only polar research center, coordinated the "Turkish Science Base in Antarctica" project carried out under the auspices of the Presidency of the Republic of Turkey, together with national and international collaborations, and served as the strategic umbrella of the national polar science program. Özsoy led the First, Second and Third National Antarctic Science Expeditions in 2017, 2018 and 2019, as well as the first Turkish Arctic Science Expedition in 2019. She also provided expert opinion for the special report on ocean and cryosphere regions published by the Intergovernmental Panel on Climate Change (IPCC). Founded on December 03, 2019, Özsoy served as the director of TÜBİTAK Marmara Research Center (MAM) Polar Research Institute and as the President of TÜBİTAK MAM, and was the coordinator of many national expeditions carried out after 2020. He served as a member of the Scientific Steering Committee of the Southern Ocean Observing System and as a member of the scientific committee of the 2020 Newton Fund Awards. In the same year, he was deemed worthy of the award for Polar Studies in the Turkish Academy of Sciences (TÜBA) Young Scientist Awards Program, and in 2024, he received the "Power of Academia" award given by MÜSİAD. Özsoy, who continues to serve as SCAR Vice President, has authored many books, articles, papers and interviews. In 2025, he was elected as a member of the "Presidential Local Government and Disaster Policies Board" with the consent of the President.
Neslihan Torlak Gönençer graduated from Istanbul St. Georg Austrian High School and earned her degree in Naval Architecture and Marine Engineering from Istanbul Technical University (İTÜ) in 2002. As a fifth-generation member of the Adnan Torlak family, she began her career at the family’s Torgem and Dentaş Shipyards, continuing a maritime legacy that began in Rize in the 1940s and later expanded to Tuzla in the 1980s. After two years in the family business, she joined MPC Marine, part of MPC Holding in Hamburg, gaining international experience in the maritime sector. She returned to Istanbul in 2007 as Managing Director of Dentaş Shipyard. In 2018, as the family transitioned from shipbuilding to shipowning, she became Vice President of the Board at ATOMAR Shipping and Transportation Inc. In early 2024, she assumed her current position as Managing Director of Atotech Maritime GmbH & Co. KG, established by the family in Hamburg to provide technical support and services to foreign vessels calling at Turkish ports. Since May 2025, she has been serving as President of the Board of KOSDER (Association of Turkish Coaster Shipowners and Operators) and is also a member of the Turkish Shipowners’ Association, TOBB Women Entrepreneurs Board, WISTA and the Liebherr Hanseatic Shipowners Ski Club.

Dr. Demirel has been assigned as the Deputy General Manager responsible for satellite communications services on January 29, 2021. He started his career in 2006 as a specialist in Türksat A.Ş. Between 2006-2008, he was the Satellite Electric Power Systems Specialist in France within the scope of the “Türksat 3A Satellite Project Technology Transfer Program”. He took part in satellite design activities within Türksat R&D and Satellite Design Directorate and in the management of installation and acceptance processes of USET, which is the only satellite assembly, integration and test center of Turkey. Between 2014 and 2021, he conducted Türksat 5A, Türksat 5B and the first domestic communication satellite Türksat 6A satellite programs as Türksat Satellite Programs Director. Between 2014 and 2021, he directed satellite programs for Türksat 5A, Türksat 5B and Türksat 6A (the first domestic communication satellite) as Türksat Satellite Programs Director. He completed his undergraduate education in Istanbul Technical University Electrical Engineering Department in 2002. He received his master's degree from Darmstadt Technical University Electrical and Electronics Engineering Department in Germany and completed his Ph.D. in the same department.
Salih Zeki Çakır was born in 1957 in the Of district of Trabzon. He graduated from the Deck Department of the Higher Maritime School in 1979. He worked for a period as an officer and captain on commercial ships. In 1986, he went to Norway to continue his education at the Oslo Maritime Academy in the Department of Ship Management. He then returned to his professional life as the Long Voyage Ship Chartering Branch Manager in the Tramp Department at DB Deniz Nakliyat A.Ş. During this time, he also studied International Relations at the Faculty of Political Sciences, Istanbul University (left in 4th year). Mr.Çakır is one of the founding members of Sefine Shipyard and he was a partner of Hersek Shipyard. After transferring his shares in these shipyards, he established the Trabzon Shipyard. Throughout his career, he has been a founder, partner, and executive in numerous companies both in Turkey and abroad. He also served as the 9th Term Assembly Chairman of İMEAK (Chamber of Shipping for Istanbul and the Marmara, Aegean, Mediterranean, and Black Sea regions). He currently continues his role as Vice Chairman of the Board of HİB (Service Exporters’ Association).
Savaş YANIK was born in 1974 and obtained his BS degree from Middle East Technical University majoring in Electric/Electronics Engineering. YANIK holds a MBA degree from Simon Graduate School of Business, University of Rochester. In 1997, he started his career as an Assistant Specialist in Presidency for Defense Industries. Over next 13 years, YANIK performed various duties as the Technical Projects Manager of Satellite and Command & Control Systems, Manager of Air Defense Programs, and Manager of Guided Missile Programs. Between 2010-2012, YANIK worked as the Department Head of Engineering and Contracts and between 2012-2014 as the Vice President in BOTAŞ. Throughout the tour of duty in BOTAŞ, YANIK served as the President of International NABUCCO Acquisition Committee, the Member of NABUCCO Steering Committee, and the Member of TURUSGAZ Board of Directors. In June 2014, YANIK joined HAVELSAN as R&D Director. In November 2014, YANIK has appointed as Vice President of Operations at HAVELSAN. Born in Tatvan in 1987, Serdar Akdemir is a maritime professional specializing in maritime, environmental technologies, and sustainability. A graduate of the TÜDEV-BTEC Deck Department and the Glasgow College of Nautical Studies, Akdemir earned a Bachelor's degree in Public Administration from Anadolu University and a Master's degree in Maritime Policy from Istanbul University. In 2012, he founded Maris Marine Environment. The company conducts R&D activities in Turkey and Germany to develop domestic products to prevent marine oil pollution and in sustainable environmental technologies. He currently serves as the company's General Manager and Chairman of the Sustainability Commission of the İMEAK Chamber of Shipping. He is married with two children.
Mustafa Başkara graduated from Ankara University Faculty of Law in 2013 and subsequently completed his LL.M. in International Maritime Law at Queen Mary University of London in 2016. Mustafa Başkara worked as a research assistant at Social Sciences University of Ankara Faculty of Law between 2017 and 2021. In addition to his academic pursuits, he served as an advisor to the Ministry of Justice of the Republic of Türkiye from 2020 to 2022. In 2024, he successfully defended his doctoral dissertation titled “Ship Sale Contract in Turkish Law” at Ankara University Graduate School of Social Sciences, Private Law Department, earning the title of PhD. Since January 28, 2021, Mustafa Başkara has been serving as the CEO of the Ankara University National Center for the Sea and Maritime Law (DEHUKAM). Additionally, as of 2023, Mustafa Başkara has been serving as the Director of the Climate Change Regional Activity Centre (CC/RAC) under the United Nations Environment Programme Mediterranean Action Plan (UNEP/MAP) Barcelona Convention.
Prof. Ismail Demir is a highly accomplished professional with an extensive educational background and notable contributions in maritime law. He studied law at Ankara University Faculty of Law and graduated with an honor degree in nineteen eighty-seven (1987). After completing his LLM in 1997, he delved deeper into the realm of maritime law and successfully defended his doctoral thesis on “Salvage within the Framework of the London Convention” in 2009. Prof. Demir’s main area of study focuses on maritime trade and marine pollution. He successfully served as the First Legal Counselor at the Undersecretariat of Maritime Affairs of the Prime Ministry between 1997 and 2001. In recognition of his expertise and dedication, Prof. Demir was appointed as a Professor in the Department of Maritime Law in 2021. Since 2020, Prof. Demir has been an esteemed member of the Board of Directors at the Ankara University National Center for the Sea and Maritime Law. In 2023, he assumed the prestigious role of Leading Researcher at DEHUKAM. In 2024, he was appointed as the head of the Department of Maritime, Transportation Law and Politics.
Cemalettin Şevli graduated from Istanbul Technical University (ITU) Faculty of Maritime Studies, Department of Marine Engineering (1986). He began his career as a Control Engineer at the Ministry of National Education in the early 2000s and simultaneously worked as an instructor at ITU Vocational School and Ziya Kalkavan Maritime High School. Between 2003 and 2012, he served as the Istanbul Regional Director at the Prime Ministry Undersecretariat for Maritime Affairs. During this period, he served as the Chairman of the Maritime Education Inspection Board, particularly responsible for IMO inspections. He served as Director General of Sea and Inland Waters Regulation (2012–2015) and Director General of Maritime Trade (2015–2017) at the Ministry of Transport, Maritime Affairs and Communications, respectively. He consolidated his international experience as General Manager of the TRNC Cyprus Turkish Maritime Company and Chairman of the Board of Directors of the TRNC Coastal Safety between 2017 and 2020. Since 2020, Şevli has been contributing to the development of maritime policies and consultancy services as a Ministerial Advisor at the Ministry of Transport and Infrastructure.
